ADVERTISEMENT FOR BIDS

THE CITY OF
BLOUNTSTOWN, FLORIDA
ELECTRIC DISTRIBUTION
SYSTEM UPGRADES

Bid No. 2011-02

Sealed proposals for furnishing all plant, labor, materials and equipment and constructing the ELECTRIC DISTRIBUTION SYSTEM UPGRADES, for the City of Blountstown, Florida, will be received at City Hall, Attention: Mr. Emory Pierce, City Manager, 20591 Central Avenue West, Blountstown, Florida, 32424, or hand delivered to the office listed above, until 2:00 P.M. local time Tuesday, October 18, 2011. The bids will be opened, and publicly read aloud at 5:00 P.M. local time at 17262 NW Angle Street, Blountstown, Florida, 32424. Bids received after the above time and date will be returned unopened.

PROJECT DESCRIPTION:
The project includes the following work:

• Two miles of 477 kcmil ACSR 12.5/7.2 kV new feeder
• 1.75 miles of 1/0 AWG ACSR 12.5/7.2 kV reconductoring
• Reconfigure existing delivery point to add regulators and overall capacity
• Safety repairs, pole inspection and treatment and wood pole replacement throughout the City

There will be a 2nd mandatory pre-bid meeting for the project at 11:00 A.M. on Thursday, October 6, 2011. The meeting will be held at 17262 NW Angle Street, Blountstown, Florida, 32424. Those that attended the previous mandatory pre-bid meeting will not be required to attend.

Plans, Specifications, and Contract Documents are open to public inspection at the City of Blountstown City Hall, 20591 Central Ave. West, Blountstown, FL 32424. A non-refundable fee of $60.00 will be charged for each set of documents requested.

Questions regarding Plans and Specifications should be directed to Mr. R.L. Willoughby, PowerServices, Inc. at (919) 256-5900 or Mr. Travis Justice, Preble-Rish, Inc. at (850) 522-0644. Questions regarding Procurement or Grant Funding should be directed to Traci Hall, City of Blountstown at (850) 674-5488. Questions/clarifications submitted after Wednesday, October 12, 2011, will not be accepted.

Each bid must be accompanied by a certified check or bid bond by an acceptable surety company of not less than ten percent (10%) of the amount of the bid, made payable to The City of Blountstown, Florida, as a bid guarantee.

A Performance and a Payment Bond will be required for the successful Bidder in the amount of one hundred percent (100%) of the contract price, conditioned upon the faithful performance of the contract, payment of all persons supplying labor or furnishing materials, and payment of all liabilities incurred in connection with the work under this contract.

No bid may be withdrawn for a period of one hundred and eighty days (180) days after scheduled closing time for receiving bids.

The Owner reserves the right to reject any or all bids, or any portion of any bid, and the award, if award is made, will be made to the lowest responsible bidder whose qualifications indicate the award will be in the best interest of the Owner and whose proposal complies with all the prescribed requirements. The Owner reserves the right to waive formalities and technicalities in the bidding procedure.

No consideration will be given any request for Plans and Specifications within the five (5) day period immediately prior to the date for receiving bids.

Bids must be submitted on the printed form, or exact copies thereof, contained in the Contract Documents.

Bids must be submitted in sealed envelopes marked “Bid for ELECTRIC DISTRIBUTION SYSTEM UPGRADES.” In addition, the bidder’s name and address shall be shown on the outside of the sealed envelope. If submitted by mail, the sealed envelope shall be enclosed in a separate mailing envelope.
