NEWS ALERT: Superintendent Uzzell Hospitalized
Liberty County School Superintendent Gay Uzzell has reportedly been hospitalized. According to Facebook messages from Uzzell and her daughter, she was admitted to the hospital last night and placed in the cardiac unit. Uzzell posted on The County Record Facebook page this morning that she initially thought she was experiencing a gall bladder problem, but a cardiac issue was discovered.
NEWS ALERT: Liberty School Board Hit With Hefty Bill; Uzzell Is A No-Show

Liberty County School Superintendent Gay Uzzell was a no-show at Tuesday night's (June 11) emergency School Board meeting. However, one item she placed on the agenda created quite a stir.
A request by Uzzell to have a third party audit of the previous administration's financial record keeping and contracts was on the agenda. When it came up for discussion, Board Member Tina Tharpe made a motion to table the matter in light of an email she received just minutes before leaving to attend the meeting. Tharpe presented the email from Carr, Riggs and Ingram, the accounting firm Uzzell wanted to hire to conduct the third party audit. The email indicated a representative from the firm had met with Uzzell back in December, then entered into a contract with the school district in March with Uzzell reportedly signing an engagement letter to enlist the firm's services. The firm is now demanding payment of $13,000 from the school district for services rendered. The 5-page document suggested some type of accounting review had been performed, but not an actual audit.
"She can't engage them without authorization," Board Chairman Kyle Peddie stated. "Statutes are very clear about that." Peddie remarked he was also concerned about the fact the letter from the accounting firm had not been signed by an individual, simply by Carr, Riggs and Ingram.
As for what to do about the bill, Peddie stated, "The Board has not contracted with Carr, Riggs and Ingram. If [Ms. Uzzell] contracted with them, she owes $13,000. They will have to take that up with her."
The Board agreed unanimously to table the matter.

NEWS ALERT: First Applicant for Liberty Sheriff's Post
The Florida Department of Law Enforcement advised The County Record Friday afternoon that the first applicant has stepped forward seeking the Liberty County sheriff's post. Lloyd Alton "Skip" Shiver, Jr. has thrown his hat in the ring to be considered for the appointment by Gov. Rick Scott. Shiver served as Franklin County Sheriff from 2009 until January of this year when his term ended. He did not seek re-election. As previously reported, Liberty County Sheriff Nick Finch has been suspended following his arrest for official misconduct. Should he be cleared in the case, he can return to office. Assistant Special Agent Carl Causey of FDLE's Pensacola region is serving as interim sheriff for 30 days until an appointment is made by Gov. Scott. NEWS ALERT: Blountstown Teens Arrested In Armed Robbery Case
Two Blountstown teens have been arrested following an armed robbery attempt at a Bristol convenience store. Arrested were Thomas James Patrick Tierney and Charles Austin Capps, both 18. According to the Liberty County Sheriff's Office, the case unfolded around 2:30 a.m. today after a clerk was held up at gunpoint at the Express Lane. The clerk refused to provide the gunman any money and he fled. Within minutes, Dep. Jonathan Gentry pulled a speeding vehicle over on CR 12 and noticed the passenger was sweating and out of breath. Capps, who was behind the wheel, later confessed to driving Tierney to the store to rob it. Tierney is charged with armed robbery with a firearm and Capps is charged with principle in the first degree to armed robbery with a firearm. Both are in custody at the Liberty County Jail. NEWS ALERT: Liberty School Superintendent Accused of Running Up $12,000 Credit Card Bill

Thousand dollar shopping sprees at Pier Park. Hotel rooms at over $200 a pop. A reservation for a junket to Vegas. These were among the questionable expenses addressed at the Liberty County School Board meeting Tuesday night.
Board Chair Kyle Peddie presented an alarming report about alleged expenditures made by Liberty County School Superintendent Gay Uzzell who took office in January.
Peddie stated he had no idea the school district even had credit cards, but recently learned Uzzell had obtained one from a local bank with a $10,000 limit. He then discovered the balance is at $12,183 with interest and fees mounting.
Extended hotel stays raised quite a few questions, with board members clueless as to what conferences she was attending on all of the dates when lodging was booked. Records indicate:
* Uzzell attended a conference in Tallahassee scheduled for March 13 through March 15. Rather than drive the 45 minutes home each night, she opted to stay over at the Doubletree at a charge of $209 per night. In addition, she stayed beyond the conference for an additional five days, checking out on March 20 with a hotel bill totalling $2093. This amount included the room rate, as well as room service charges for beer, food, and tips.
* Upon checking out of the Doubletree, Uzzell reportedly headed for Jacksonville for a stay at the Hyatt Regency that lasted from March 21 through March 25 at a cost of $185 per night, plus a $20 per day valet service charge. Beer and food purchases were on the credit card, including a $52 breakfast of filet mignon, eggs and French toast. The bill totalled $1097.
* From the Hyatt in Jacksonville, Uzzell stopped off again in Tallahassee and stayed at The Loft, running up a $710 bill.
* The next trip was April 16-20 when Uzzell returned to the Doubletree in Tallahassee, spending $1051.
* A $300 reservation for an upcoming trip to Las Vegas, Nevada, was also found on the credit card.
Among the other purchases listed on bank statements for Uzzell’s school district-funded credit card:
* Over $1000 at Chico’s and Ultra in Pier Park
* $1015 at Dillards
* $178 for another Dillards purchase
* $341 at Stein Mart
* $524 for a computer case
* $93 for an exercise video
* $49 at Cost Cutters
* Food purchases at Logan’s Roadhouse and Genghis
* Several gas purchases
Peddie noted the May statement has not yet arrived.
Uzzell said the hotel charges were a mix up. In the first trip to the Doubletree, she said she stayed over after the conference to lobby legislators, but told the hotel she would personally pay for those nights. She said the Jacksonville trip was for a Teachscape conference. She stated all the hotels were instructed to split the nights so she could pay for her personal expenses, but the hotels failed to do so. “I didn’t realize until I got the statement,” she remarked. “I don’t know why they can’t split the bill.”
Peddie responded, “Amazing. Three hotels all screwed up.”
He reported he had visited Doubletree to investigate expenses and met with employees who never mentioned any mix up. However, he has learned Uzzell went back to the hotel two weeks ago to pay $2093 in cash to have the charges taken off the credit card for the March trip. He added that she should be required to pay the state the 12-1/2 percent tax on the rooms that was waived when she rented on the premise they were for the school district.
Uzzell said the Vegas trip was for a safety conference, but she had cancelled it. She said several of the other charges were the result of her not wearing her eyeglasses at the checkout and accidentally using the school district card as opposed to her personal credit card. She said she returned the items to Stein Mart and claimed the Dillards merchandise was all for office purchases, but she also took those back to the store.
Uzzell insisted the tax payers had never paid for her beer purchases at hotels. Peddie disagreed, explaining that when a credit card is swiped, the charges are immediately paid to the hotel, retail store or any other business by the bank. The bank then bills the school district, thus, the tax payers were billed for her beer purchases and other items.
Peddie asked Uzzell about the purchase at Cost Cutters and she replied, “It was for shampoo and scissors.”
“For what?” he inquired.
“I’m not going into that,” she responded, adding that she had been badgered for an hour and wasn’t discussing it any further.
Chairman Peddie noted that Liberty County resident Kevin Peddie previously made a public records request to the school board office for the bank statements on the credit cards, but did not receive the April statement. He said the purchases at Pier Park on the statement that was provided to Kevin Peddie had been crossed out with a pen. Chairman Peddie reminded Uzzell that all public records must be provided in full when requested by anyone and it is illegal to alter them. Explanations are allowable, but nothing can be deleted.
Chairman Peddie added that the April statement was also missing when he made his request for the records. He then went to the bank and obtained the April statement that contained the questionable purchases.
As of Tuesday night, the credit card bill had not yet been paid to the bank.
“This bothers me as a school board member, as a parent and as a taxpayer,” Peddie remarked, adding, “This is not how we do business here and I think it's against the law.”
Peddie demanded his signature stamp be returned. “If you need my signature on a check, you can bring it to me.”
Board member Roger Reddick stated, "If the law has been broken, we need to turn this over to officials."
Sources indicate the matter has been forwarded to the State Attorney’s Office to review.

NEWS ALERT: Liberty County Sheriff Arrested
Inspectors with the Florida Department of Law Enforcement Office of Executive Investigations obtained a warrant for the arrest of Nicholas Lee Finch, 50, of Bristol, Tuesday on one count of official misconduct, a violation of section 838.022, Florida Statutes.
According to FDLE, investigators allege that Finch destroyed or removed official arrest documents from the Liberty County Jail, making it appear as though an arrest never occurred. The investigation revealed that a Liberty County Sheriff’s Office deputy arrested a Liberty County resident on March 8, 2013 for carrying a concealed firearm, a third degree felony. Shortly after the suspect was booked into the Liberty County Jail, Finch allegedly released the suspect and altered or destroyed documents associated with his arrest.
Finch was arrested just after 5 p.m. Tuesday and was booked into the Liberty County Jail. He was released on his own recognizance. Finch was elected Liberty County Sheriff in 2012 and took office in January of this year.
The State Attorney’s Office, 2nd Judicial Circuit, will prosecute this case.
According to an FDLE spokesperson, Governor Rick Scott has appointed Carl Causey to serve as interim sheriff. Causey is assistant special agent in charge at the FDLE Pensacola Regional Operations Center.

NEWS ALERT: Update on Liberty County Sheriff's Office Investigation
The County Record has received a copy of the report on a Liberty County Sheriff's Office traffic stop at the center of an FDLE investigation. The report indicates a man was pulled over March 8 on CR 379 for failing to maintain a single lane. During the traffic stop, Sgt. Jody Hoagland reportedly noticed a holstered revolver beside the driver. Sgt. Hoagland had the man step out of the vehicle, then noticed an object in his front right pants pocket. He conducted a pat down search for officer safety and discovered a loaded F.I.E. .25 caliber semi-automatic handgun, with the safety off, in the man's pocket. The man was arrested for carrying a concealed weapon on his person contrary to Florida Statute 790.01(2). The report notes the man was lodged in the Liberty County Jail, however, the jail log has no listing of the man ever being booked. As previously reported, FDLE has confirmed an investigation involving the LCSO is underway, but would not comment on any details. The County Record will continue providing updates as they become available.
NEWS ALERT: FDLE Investigating Liberty County Sheriff's Office
The County Record is following a developing story involving the Liberty County Sheriff's Office (LCS0). The Florida Department of Law Enforcement has confirmed that the LCSO is the subject of an investigation, but will not release details at this time. Sources report the investigation stems from an arrest of a man believed to be a convicted felon in possession of a firearm who was later released with his weapon returned. However, other sources indicate the man was previously charged with a felony, but never convicted of the crime, indicating he had the right to bear a firearm in his vehicle. A search warrant was reportedly served on the agency last Friday by FDLE and employees are being interviewed. Sheriff Nick Finch could not comment other than to say he has hired an attorney. The County Record will provide more details as they become available.

NEWS ALERT: Four-year-old Drowns, Search Continues For Grandfather
Rescue workers from Calhoun, Liberty, Bay, Leon and Gulf counties are combing the Apalachicola River in search of a 63-year-old Bristol man. According to Calhoun County Sheriff Glenn Kimbrel, Eugene Jacobs was fishing off his houseboat yesterday afternoon with his four-year-old granddaughter. The pair did not return home when expected and family members went to the boat where they found fishing lines still out, but no sign of either of them. Authorities recovered the body of the little girl around dark last night about 250 yards from the houseboat. She died from an apparent drowning. Please keep the Jacobs family in your prayers.
