NEW ALTHA SCHOOL

SCHOOL DISTRICT
I. INTRODUCTION
Calhoun County School District is requesting written proposals from qualified construction firms to provide professional At-Risk Construction Management Services for the Budgeting and Construction Phase on the New Altha School.
II. It is the County’s intention to employ the Construction Firm at Risk to provide overall Project Construction Management, including Pre-Construction Services, Cost Benefit Studies, Information Management, Construction for Scope of Work and overall Project Management during the Construction on a cost plus a fee basis, with a guaranteed maximum price.
III. PROPOSAL INSTRUCTIONS AND GENERAL INFORMATION
Proposal Submissions: Submit seven (7) copies of a written proposal no later than 1:00 PM, CST on Wednesday, September 17.

Proposals must be responsive to the requirements and questions of the Request for Proposal.
Reservations: Calhoun County School District reserves the right, during the whole process, to reject any and all proposals, to negotiate changes in the new scope of work or services to be provided, and to otherwise waive any technicalities or informalities.
Method of Selection: Proposals shall be reviewed by the construction management review committee, which has been appointed by the Calhoun County School Board. The construction management review committee shall review the qualifications (which shall include, but not be limited to, the eight items listed below) of interested firms. Subsequently, the construction management review committee shall develop a short list of firms. The short listed firms will be invited to make presentations to the construction management review committee. Following the presentations, the construction management review committee shall make a recommendation to the school board. Upon acceptance of the recommendation from the construction management review committee, the Calhoun County School Board may enter into negotiations or entertain bids with the selected construction management firm.
Please respond by including but not limiting your response to the following:
1. Company name and length of time in business.
2. Company location.
3. Availability of time to start and complete project within Owner’s requirements.
4. Insurance carrier and applicable coverage.
5. Qualifications of staff to be utilized on this project with names, short resumes, length of time with firm and previous clients served.
6. Names of five (5) previous School Clients with phone numbers and contact person.
7. Description of previous experience, to include budget, final cost, time schedule, change orders, etc.
8. Experience working on an occupied school campus.

3RD Row First Thinning
On Parcel 23-1N-09-0000-0002-0100 we will be taking bids on the 40 + or – acre 1st time 3rd row thinning. Every 3rd row will be clear cut and the middle rows will be thinned by harvesting the forked and diseased trees. The bids will need to be turned in by 2:00 CST September 2, 2014 @ Calhoun County Clerks Office. The harvesting operation will be required to abide by Florida’s Best Management Practices rules and regulations. Bid Package must be obtained from the Calhoun County Clerks Office at 20859 Central Avenue East, Blountstown, Fl 32424.
The buyer further agrees as follows:
1. To mark the trees to be harvested on the entire 40 + or – acres. These trees will consist of diseased and forked trees.
2. To hold the seller harmless for any and all damages to the Buyer’s equipment or injuries to the Buyer, its agents or workmen, or claims of third parties resulting from the buyer’s negligent acts while operating hereunder.
3. To protect the seller’s fences, gates, roads, survey corners, and any other improvements from damages by the Buyer’s operations hereunder.
4. To cut trees as low as possible in order to leave the lowest possible stump.
5. Dumping motor oil or petroleum products is prohibited.
6. Trash generated during logging such as oil cans, old tires, lunch wrappers, and etc. will be removed from the tract as it is generated.

PRIMARY ELECTION
CALHOUN COUNTY
CANVASSING BOARD
The Calhoun County Canvassing Board will meet at 2 p.m. on Tuesday, August 26, 2014, to canvass absentee and provisional ballots for the August 26, 2014 Primary Election. This meeting is open to the public and will be held in the Calhoun County Supervisor of Elections Office in the Calhoun County Courthouse, 20859 Central Avenue East, Room 117, Blountstown, Florida.
Sealed absentee ballots for the Primary Election received prior to 12 p.m. on August 26 will be available for public inspection in the Supervisor of Elections Office from 12 p.m. until the Canvassing Board convenes at 2 p.m. Immediately afterward, those absentee ballots will be opened and processed, but not tabulated. Tabulation of all absentee ballots will not begin until after 7 p.m. on Tuesday, August 26, 2014. Any ballots received between 2 p.m. and 7 p.m. on Tuesday, August 26, 2014, will be available for public inspection until opened. Those wishing to inspect absentee ballots received during that time period must be present. Shortly after receipt, those ballots will be opened and processed, but not tabulated.
Pursuant to Section 101.68(2)(c)2, Florida Statutes, if any elector or candidate present believes that an absentee ballot is illegal due to a defect apparent on the voter’s certificate, he or she may, at any time before the ballot is removed from the envelope, file with the Canvassing Board a protest against the canvass of that ballot, specifying the precinct, the ballot, and the reason he or she believes the ballot to be illegal. A challenge based upon a defect in the voter’s certificate may not be accepted after the ballot has been removed from the mailing envelope.
The Calhoun County Canvassing Board will reconvene at 7 p.m. on August 26, 2014 to canvass precinct returns and provisional ballots.
Prior to adjourning on Tuesday, August 26, 2014, the Calhoun County Canvassing Board will conduct a random selection of a race from all available races on the ballots and a precinct in order to conduct a manual audit of the voting system. The date and time of the public audit will be chosen and announced at that time.
It may become necessary for the Calhoun County Canvassing Board to reconvene to canvass absentee ballots after August 26, 2014. If so, the time and date will be posted at the Calhoun County Supervisor of Elections Office and announced at the conclusion of the August 26, 2014 meeting.
In accordance with the Sunshine Law of Florida, all Canvassing Board meetings are open to the public.
Note: Section 286.0105, Florida Statutes, states that if a person decides to appeal any decision by a board, agency, or commission with respect to any matter considered at a meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

3RD Row First Thinning
On Parcel 23-1N-09-0000-0002-0100 we will be taking bids on the 40 + or – acre 1st time 3rd row thinning. Every 3rd row will be clear cut and the middle rows will be thinned by harvesting the forked and diseased trees. The bids will need to be turned in by 2:00 CST September 2, 2014 @ Calhoun County Clerks Office. The harvesting operation will be required to abide by Florida’s Best Management Practices rules and regulations. Bid Package must be obtained from the Calhoun County Clerks Office at 20859 Central Avenue East, Blountstown, Fl 32424.
The buyer further agrees as follows:
1. To mark the trees to be harvested on the entire 40 + or – acres. These trees will consist of diseased and forked trees.
2. To hold the seller harmless for any and all damages to the Buyer’s equipment or injuries to the Buyer, its agents or workmen, or claims of third parties resulting from the buyer’s negligent acts while operating hereunder.
3. To protect the seller’s fences, gates, roads, survey corners, and any other improvements from damages by the Buyer’s operations hereunder.
4. To cut trees as low as possible in order to leave the lowest possible stump.
5. Dumping motor oil or petroleum products is prohibited.
6. Trash generated during logging such as oil cans, old tires, lunch wrappers, and etc. will be removed from the tract as it is generated.

CANVASSING BOARD
The Calhoun County Canvassing Board will meet at 2 p.m. on Tuesday, August 26, 2014, to canvass absentee and provisional ballots for the August 26, 2014 Primary Election. This meeting is open to the public and will be held in the Calhoun County Supervisor of Elections Office in the Calhoun County Courthouse, 20859 Central Avenue East, Room 117, Blountstown, Florida.
Sealed absentee ballots for the Primary Election received prior to 12 p.m. on August 26 will be available for public inspection in the Supervisor of Elections Office from 12 p.m. until the Canvassing Board convenes at 2 p.m. Immediately afterward, those absentee ballots will be opened and processed, but not tabulated. Tabulation of all absentee ballots will not begin until after 7 p.m. on Tuesday, August 26, 2014. Any ballots received between 2 p.m. and 7 p.m. on Tuesday, August 26, 2014, will be available for public inspection until opened. Those wishing to inspect absentee ballots received during that time period must be present. Shortly after receipt, those ballots will be opened and processed, but not tabulated.
Pursuant to Section 101.68(2)(c)2, Florida Statutes, if any elector or candidate present believes that an absentee ballot is illegal due to a defect apparent on the voter’s certificate, he or she may, at any time before the ballot is removed from the envelope, file with the Canvassing Board a protest against the canvass of that ballot, specifying the precinct, the ballot, and the reason he or she believes the ballot to be illegal. A challenge based upon a defect in the voter’s certificate may not be accepted after the ballot has been removed from the mailing envelope.
The Calhoun County Canvassing Board will reconvene at 7 p.m. on August 26, 2014 to canvass precinct returns and provisional ballots.
Prior to adjourning on Tuesday, August 26, 2014, the Calhoun County Canvassing Board will conduct a random selection of a race from all available races on the ballots and a precinct in order to conduct a manual audit of the voting system. The date and time of the public audit will be chosen and announced at that time.
It may become necessary for the Calhoun County Canvassing Board to reconvene to canvass absentee ballots after August 26, 2014. If so, the time and date will be posted at the Calhoun County Supervisor of Elections Office and announced at the conclusion of the August 26, 2014 meeting.
In accordance with the Sunshine Law of Florida, all Canvassing Board meetings are open to the public.
Note: Section 286.0105, Florida Statutes, states that if a person decides to appeal any decision by a board, agency, or commission with respect to any matter considered at a meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
