TO RECEIVE SEALED BIDS

The City of Blountstown will receive sealed bids from any qualified person, company or corporation interested in constructing:

2013 STREET PAVING

This project consists paving approximately 2.2 miles of various City streets and includes the construction of a truck parking lane along a portion of Canal Lane.

A MANDATORY PREBID MEETING WILL BE HELD ON WEDNESDAY AUGUST 14, 2013 AT 9:00 AM CST IN THE CITY COUNCIL MEETING ROOM AT 17276 NW ANGLE STREET, BLOUNTSTOWN, FL. 32424

Plans and specifications can be obtained from the City of Blountstown, 20591 Central Avenue Wes t, Blountstown, Florida 32424, (850) 674-5488. The bid must conform to Section 287.133(3) Florida Statutes, on public entity crimes.

Bids will be received until 4:00 p.m.CST, on Tuesday, August 27, 2013 at Blountstown City Hall, 20591 Central Avenue West, Blountstown, Florida 32424, and will be opened and read publicly as soon as possible after 6:00 p.m. CST at 17276 NW Angle St. All Bids shall be submitted in a sealed envelope clearly marked “Sealed Bid – 2013 STREET PAVING.

Completion date for this project will be 30 calendar days from the date of the Notice to Proceed presented to the successful bidder.

Liquidated damages for failure to complete the project on the specified date will be set at $150.00 per day.

The City of Blountstown reserves the right to waive informalities in any bid, to accept and/or reject any or all bids, and to accept the bid that in their judgment will be in the best interest of the City.

NOTICE TO BIDDERS

Sealed proposals, in triplicate, will be received by the Calhoun County Board of County Commissioners until 12:00 p.m., August 14, 2013, local time, at Calhoun County Board of County Commissioner , 20859 Central Avenue East, Room 130, Blountstown, Florida 32424. Bids will be publicly opened and read aloud during the scheduled Calhoun County Board of County Commissioner Meeting that same day.

Bidders are invited to submit proposals for:

CONSTRUCT NORTH APRON
EXTENSION PHASE 2
AT THE CALHOUN COUNTY AIRPORT

It is the intent of this Bid to secure a contractor who will permit, procure and construct the North Apron Extension with all accessories as specified in the Technical Specifications section and the attached plans.
Bidders are invited to submit Proposals for this work on the Proposal Forms provided. Other proposal forms will not be accepted.

The complete examination and understanding of the Contract Documents consisting of the Plans and Specifications, and all addenda or other revisions, and Site of the proposed work is necessary to properly submit a Proposal. Contract Documents consisting of the Plans and Specifications, and all addenda or other revisions are available for examination or may be obtained from the offices of the URS Corporation, 7650 West Courtney Campbell Causeway, Tampa, Florida 33607, Phone (813) 286-1711, Fax (813) 638-2400. Please contact Diane Kline. There is a $100.00 charge for the plans and specifications. This cost is non-refundable.

This project is funded by both Federal Aviation Administration (FAA) AIP funds and by Florida Department of Transportation (FDOT) funds.

A Bid Bond in the form as bound in the Contract Documents or Certified Check in the amount of not less than five percent (5%) of the total amount bid must accompany each Bid.

Successful Bidder shall be required to execute and to provide a Payment Bond and Performance Bond each in an Amount of not less than one hundred percent (100%) of the total value of the Contract awarded to him with a satisfactory surety or sureties for the full and faithful performance of the work.

The Calhoun County Board of County Commissioners, in accordance with Title VI of the Civil Rights Act of 1964 (42 U.S.C. 2000d) and 49 CFR, Part 26 Participation by Disadvantaged Business Enterprises in Department of Transportation Programs, hereby notifies all bidders that it will affirmatively ensure that disadvantaged business enterprises are afforded full oppor?tunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex or national origin in consideration for an award.

No bid may be withdrawn after closing time for the receipt of Proposals for a period of one hundred twenty (120) days.

The Calhoun County Board of County Commissioners reserves the right to waive any informalities or irregularities in or reject any or all bids and to award or refrain from awarding the Contract for the Work.

Notice of Fund Availability or Housing Assistance Florida Homebuyer Opportunity Program

Calhoun County has received $350,000 from the State of Florida for the Down Payment Assistance Program, Rehabilitation of Homes and Emergency Repair.

Purchase Assistance – A set aside amount of $50,000 total is allocated for the purchase of a new or existing home. Down payment assistance award is $2,500 - $7,500 based on eligibility. Balance of financing is obtained from a participating lender. Maximum appraised value or sales price may not exceed $126,500. Remaining funds at December 1, 2013 will be transferred to the Rehabilitation strategy. Funds may not be used for mobile homes

Rehabilitation - This program provides repair assistance to eligible applicants for their homes. Eligible applicants who qualify for assistance and receive up to $10,000 in repair assistance (emergency repair and home repair combined) will be in the form of a grant, with no recapture provision. Eligible applicants who qualify for assistance and receive over $10,000 in repair assistance (emergency repair and home repair combined) will be in the form of a five-year zero-percent deferred payment loan. The five-year deferred loan will depreciate at a rate of 20% per year. Upon sale or transfer of property within the five-year loan term will result in a pro-rated repayment. Eligible homeowners will be selected on a first-come, first served basis. Preference will be given to elderly individuals, over the age of 62 years of age, and/or persons with special needs as defined in SHIP Rule 67.37.002 (13). Property must be owner-occupied. A verification of ownership, income and payment of property taxes will be conducted to determine the eligibility of applicants. SHIP funds may not be used for rehabilitation of mobile homes

Maximum award for Emergency Repairs shall not exceed $10,000.00
