Four men have been charged following an investigation into alleged indecent activity at two Calhoun County parks.
The case unfolded last Tuesday afternoon at Four Mile Creek Park in Clarksville and Chipola River Park off SR 20 between Blountstown and Clarksville.
Arrested were William Henry Rowell, 60, of Marianna, Larry Wayne Webb, 65, of Fountain, Patrick James Foley, 72, of Altha and Jacob Gunter, 85, of Marianna. All were charged with indecent exposure. Rowell was also charged with solicitation of prostitution.
According to the Calhoun County Sheriff’s Office, Rowell approached an undercover officer around 1 p.m. May 14 at Chipola River Park and said he was “looking for someone to take care of some business for him,” adding that he didn’t have much money. Rowell allegedly began exhibiting indecent behavior of a sexual nature. The same day at the same park, Gunter allegedly exposed himself to an undercover officer while engaging in indecent behavior, as did Foley in a separate incident.
Webb was arrested at Four Mile Creek Park the same afternoon, accused of exposing himself and shaking his private parts at an undercover officer even after being told he was under arrest.
