NOTICE IS HEREBY GIVEN that the Board of County Commissioners in and for Calhoun County, Florida, will consider a proposed Ordinance to be titled as follows:
AN ORDINANCE OF THE BOARD OF COUNTY COMMISSION OF CALHOUN COUNTY, PERTAINING TO THE REGULATION OF SYNTHETIC CANNABINOID HERBAL INCENSE AND SYNTHETIC STIMULANT BATH SALTS AND RELATED SUBSTANCES; PROVIDING FOR SHORT TITLE; PROVIDING FOR PURPOSE AND INTENT; PROVIDING FOR DEFINITIONS; PROVIDING FOR PROHIBITED CONDUCT; PROVIDING FOR ENFORCEMENT AND PENALTIES; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL OF LAWS IN CONFLICT; PROVIDING FOR INCLUSION IN THE CODE OF LAWS AND ORDINANCES; PROVIDING FOR CAPTIONS; PROVIDING FOR SCOPE OF ORDINANCE AND PROVIDING AN EFFECTIVE DATE.
The passage of the proposed Ordinance will be considered by the Board of County Commissioners, at their regular meeting at 5:05 P. M., C.S.T., on Tuesday, the 20th day of November, 2012, at the County Commission Boardroom, in the Courthouse Annex, Blountstown, Florida.
A copy of the proposed Ordinance can be inspected by the public at the County Commissioners’ Office in the Calhoun County Courthouse.
All interested parties may appear at the meeting and be heard with respect to the proposed Ordinance.

FOR THE REMOVAL & DISPOSAL OF FUEL TANK
CITY OF BLOUNTSTOWN
The City of Blountstown is requesting sealed bids for the removal and disposal of an above ground gas/diesel fuel storage tank, to include pumps and canopy. Tank capacity is approximately 5,000 gallons gas, 8,000 gallons diesel. Tank and related components were installed in 2009. Tank can be seen at the City Complex located at 17262 NW Angle St., Blountstown, FL 32424. Sealed bids marked “FUEL TANKS’ must be received by 2:00 P.M. C.S.T., on Tuesday, November 13, 2012 at City Hall, Attention: City Manager, 20591 Central Ave. W., Blountstown, FL 32424. Bids will then be opened and read aloud during the Regular Session of the City Council on Tuesday, November 13, 2012 at 17276 NW Angle Street, Blountstown, Florida 32424. Bid opening will begin at 6:00 P.M., C.S.T. The City reserves the right to accept all or any part of the Bid(s) deemed in the best interest of the City and to reject any or all Bids.

PUBLIC MEETING OF THE CALHOUN COUNTY, FLORIDA, CANVASSING BOARD AND CANVASSING OF THE ABSENTEE AND PROVISIONAL BALLOTS AND MANUAL AUDIT FOR THE NOVEMBER 6, 2012
GENERAL ELECTION
The Calhoun County Canvassing Board will meet at 1 p.m. on Tuesday, NOVEMBER 6, 2012, to canvass absentee and provisional ballots for the NOVEMBER 6, 2012 General Election. This meeting is open to the public and will be held in the Calhoun County Supervisor of Elections Office in the basement of the Calhoun County Courthouse, 20859 Central Avenue East, Room G-10, Blountstown, Florida.
Sealed absentee ballots for the General Election received prior to 11 a.m. on November 6 will be available for public inspection in the Supervisor of Elections Office from 11 a.m. until the Canvassing Board convenes at 1 p.m. Immediately afterward those absentee ballots will be opened and processed, but not tabulated. Tabulation of all absentee ballots will not begin until after 7 p.m. on Tuesday, November 6, 2012. Any ballots received between 1 p.m. and 7 p.m. on Tuesday, November 6, 2012, will be available for public inspection until opened. Those wishing to inspect absentee ballots received during that time period must be present. Shortly after receipt, those ballots will be opened and processed, but not tabulated.
Pursuant to Section 101.68(2)(c)2, Florida Statutes, if any elector or candidate present believes that an absentee ballot is illegal due to a defect apparent on the voter’s certificate, he or she may, at any time before the ballot is removed from the envelope, file with the Canvassing Board a protest against the canvass of that ballot, specifying the precinct, the ballot, and the reason he or she believes the ballot to be illegal. A challenge based upon a defect in the voter’s certificate may not be accepted after the ballot has been removed from the mailing envelope.
The Calhoun County Canvassing Board will reconvene at 7 p.m. on November 6, 2012 to canvass precinct returns and provisional ballots.
Prior to adjourning on Tuesday, November 6, 2012, the Calhoun County Canvassing Board will conduct a random selection of a race from all available races on the ballots and a precinct in order to conduct a manual audit of the voting system. The date and time of the public audit will be chosen and announced at that time.
It may become necessary for the Calhoun County Canvassing Board to reconvene to canvass absentee ballots after November 6, 2012. If so, the time and date will be posted at the Calhoun County Supervisor of Elections Office and announced at the conclusion of the November 6, 2012 meeting.
In accordance with the Sunshine Law of Florida, all Canvassing Board meetings are open to the public.
Note: Section 286.0105, Florida Statutes, states that if a person decides to appeal any decision by a board, agency, or commission with respect to any matter considered at a meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
