Mr. Larry Carnley, President of the Panhandle Chapter of Building Officials Association of Florida, appeared at the July 3 Calhoun County Board of Commissioners meeting and presented to Mr. Dowling Parrish a plaque recognizing him as Building Official of the Year for the Panhandle Chapter.
Dowling has assisted many contractors in obtaining their contractors certification throughout his career. Dowling worked closely with the Liberty County Building officials’ office until their building official was approved. He also worked as the City of Blountstown’s building official until one could be hired.
Not only has Mr. Parrish worked 23 years as Building Code Administrator for Calhoun County, he has served as SHIP administrator and assisted with the weatherization program. Dowling serves on several committees for the county and is a very valuable and dedicated employee to Calhoun County.
